Tổng sản phẩm trên địa bàn tỉnh (GRDP) năm 2020 tăng 2,79% so với năm 2019. Trong đó, khu vực nông, lâm nghiệp và thủy sản tăng 3,25%, đóng góp vào tăng trưởng chung của tỉnh 0,19 điểm phần trăm; khu vực công nghiệp, xây dựng tăng 4,85%, đóng góp 2,25 điểm phần trăm; khu vực dịch vụ tăng 1,07%, đóng góp 0,22 điểm phần trăm.

Khu vực nông, lâm nghiệp, thủy sản của tỉnh ít chịu tác động của dịch Covid-19, sản xuất ổn định và đạt mức tăng trưởng khá. Năng suất lúa cả năm tăng so với năm trước; chăn nuôi gia cầm phát triển tốt; đàn bò sữa tăng mạnh do có thị trường tiêu thụ ổn định; sản lượng thủy sản và sản lượng gỗ khai thác đều tăng so với cùng kỳ. Khu vực công nghiệp - xây dựng tuy không đạt mức tăng trưởng cao nhưng tiếp tục giữ vai trò là động lực thúc đẩy tăng trưởng kinh tế. Trong các ngành kinh tế chủ lực của tỉnh, ngành sản xuất linh kiện điện tử tiếp tục đà phục hồi tích cực, với cơ cấu chiếm tới 35% giá trị tăng thêm của toàn ngành công nghiệp. Ngành sản xuất ô tô, xe máy vẫn gặp nhiều khó khăn trong khâu tiêu thụ do phải cạnh tranh với xe nhập khẩu, cùng với đó, ảnh hưởng của dịch Covid, nên đời sống người dân gặp nhiều khó khăn, nhu cầu mua xe trong năm 2020 không cao như năm trước. Sáu tháng đầu năm, các ngành dịch vụ, đặc biệt là ngành thương mại, vận tải, lưu trú, ăn uống, du lịch lữ hành là những ngành bị ảnh hưởng trực tiếp nhất do tác động từ dịch bệnh Covid-19. Sáu tháng cuối năm ngành thương mại đã phục hồi tuy nhiên ngành vận tải, lưu trú, ăn uống, du lịch lữ hành vẫn còn gặp rất nhiều khó khăn.

Năm 2020, quy mô GRDP theo giá hiện hành đạt 123.575 tỷ đồng; GDRP bình quân đầu người đạt 105,5 triệu đồng, tương ứng 4.552 USD, tăng 151 USD so với năm 2019. Cơ cấu kinh tế năm 2020 của tỉnh Vĩnh Phúc là: Khu vực nông, lâm nghiệp và thủy sản chiếm tỷ trọng 6,11%; khu vực công nghiệp và xây dựng chiếm 45,52%; khu vực dịch vụ chiếm 22,6% (Cơ cấu tương ứng của năm 2019 là 5,47%, 45,26% và 22,87%).

Thu, chi ngân sách Nhà nước

Tổng thu cân đối ngân sách Nhà nước trên địa bàn tỉnh năm 2020 đạt 33,56 nghìn tỷ đồng, giảm 4,30% so với năm 2019. Trong đó, thu nội địa đạt 27,86 nghìn tỷ đồng, giảm 9,99%; thu hải quan đạt gần 4,73 nghìn tỷ đồng, tăng 16,39% so với cùng kỳ. Tổng chi cân đối ngân sách Nhà nước năm 2020 ước đạt 21,25 nghìn tỷ đồng, tăng 22,19% so với năm 2019. Trong đó, chi đầu tư phát triển đạt 10,88 nghìn tỷ đồng, tăng 39,48%; chi thường xuyên 10,32 nghìn tỷ đồng, tăng 8,35% so với năm 2019.

Bảo hiểm

Năm 2020, trên địa bàn tỉnh có 227.733 người tham gia Bảo hiểm xã hội, tăng 6,88% so với năm 2019; 1.093.746 người tham gia Bảo hiểm y tế, tăng 5,98% và 207.455 người tham gia Bảo hiểm thất nghiệp, tăng 4,06% so với năm 2019. Tổng số thu bảo hiểm năm 2020 đạt 5,1 nghìn tỷ đồng, tăng 10,34% so với năm 2019. Trong đó, thu Bảo hiểm xã hội đạt 3,5 nghìn tỷ đồng, chiếm 69,46% tổng số; thu Bảo hiểm y tế đạt 1,3 nghìn tỷ đồng, chiếm 25,41%; thu Bảo hiểm thất nghiệp đạt 0,3 nghìn tỷ đồng, chiếm 5,13%. Tổng số chi bảo hiểm năm 2020 đạt 4,3 nghìn tỷ đồng, tăng 34,76% so với năm 2019. Trong đó, chi Bảo hiểm xã hội đạt 2,9 nghìn tỷ đồng, chiếm 67,33% tổng số; chi Bảo hiểm y tế đạt 1,3 nghìn tỷ đồng, chiếm 29,43%; chi Bảo hiểm thất nghiệp đạt 0,1 nghìn tỷ đồng, chiếm 3,24%. Tổng số dư bảo hiểm cuối năm 2020 đạt 805 tỷ đồng, bằng 56,34% so với năm 2019.

National accounts

The gross regional domestic product (GRDP) in 2020 increased by 2.79% compared to 2019. Of which, the agriculture, forestry and fishery sector increased by 3.25%, contributing 0.19 percentage points to the province's overall growth; the industry and construction sector increased by 4.85%, contributing 2.25 percentage points; the service sector increased by 1.07%, contributing 0.22 percentage points.

The province's agriculture, forestry and fishery areas were less affected by the Covid-19 epidemic, and the production was stable and achieved a good growth rate. The whole year rice yield increased compared to the previous year; poultry production was well developed; dairy cow herd increased sharply due to stable consumption market; both fishery and wood production increased over the same period. Although the industry - construction sector did not achieve high growth rate, it continued to play the role of driving force for economic growth. Among the key economic sectors of the province, the electronic component manufacturing industry continued to have a positive recovery, with the structure accounting for 35% of the added value of the whole industry. The automobile and motorbike manufacturing industry still faced many difficulties in consumption due to competition with the imported ones, along with the impact of the Covid-19 epidemic, so people's lives faced many difficulties, the need to buy automobiles and motorbikes in 2020 was not as high as the previous year. In the first six months of the year, the service industries, especially the trade, transportation, accommodation, food and beverage, tourism and travel industries were the industries that were most directly affected by the impact of the Covid-19 epidemic. In the last six months of the year, the commerce industry had recovered, but the transportation, accommodation, food and beverage, tourism and travel industries were still facing many difficulties.

In 2020, the scale of GRDP at current prices reached 123,575 billion VND; GRDP per capita reached 105.5 million VND, equivalent to 4,552 USD, an increase of 151 USD compared to 2019. The economic structure in 2020 of Vinh Phuc province was: The agriculture, forestry and fishery sector accounted for 6.11%; the industry and construction accounted for 45.52%; the service sector accounted for 22.6% (corresponding structure of 2019 was 5.47%, 45.26% and 22.87%).

State budget revenues and expenditures

Total state budget balance revenue in the province in 2020 reached 33.56 trillion VND, dropped 4.30% compared to 2019. Of which, domestic revenue reached 27.86 trillion VND, went down 9.99%; customs revenue reached nearly 4.73 trillion VND, grew 16.39% over the same period. Total state budget balance expenditure in 2020 was estimated at 21.25 trillion VND, expanded 22.19% compared to 2019. Of which, development investment expenditure reached 10.88 trillion VND, a growth of 39.48%; recurrent expenditure was 10.32 trillion VND, an increase of 8.35% compared to 2019.

Insurance

In 2020, in the whole province, there were 227,733 persons participated in the Social insurance, a rise of 6.88% compared to 2019; 1,093,746 persons engaged in the Health insurance, an increase of 5.98% and 207,455 persons joined the Unemployment insurance, a rise of 4.06% compared to 2019. The total insurance revenue in 2020 reached 5.1 trillion VND, an increase of 10.34% over 2019. Of which, the social insurance revenue reached 3.5 trillion VND, accounting for 69.46% of the total; the Health insurance revenue was 1.3 trillion VND, making up 25.41%; the Unemployment insurance revenue was 0.3 trillion VND, sharing 5.13%. The total insurance expenditure in 2020 reached 4.3 trillion VND, an increase of 34.76% compared to 2019. Of which, the Social insurance expenditure was 2.9 trillion VND, accounting for 67.33% of the total; the Health insurance expenditure gained 1.3 trillion VND, representing 29.43%; the Unemployment insurance expenditure was 0.1 trillion VND, accounting for 3.24%. The total insurance balance at the end of 2020 gained 805 billion VND, equaling 56.34% compared to 2019.
